I have seen a couple of requests for stations with outfitting near Waypoint 4 - something about replacing SRV's LOL.
Anyway, the nearest station with outfitting to Waypoint 4 heading out from the bubble is Caravanserai in the Gandharvi System, about 2.5kly from Waypoint 4.
It has Outfitting, Shipyard, Contacts and Universal Cartographics along with the usual services.
I am here right now and can confirm SRV's are in stock along with AFMU's and limpet controllers and various other fittings - its actually reasonably well stocked for its location.
I am planning to be in the station for the next 2 days or so and use it as a base for some short exploration hops, before moving on to Waypoint 5 - so let me know if you would like me to check out a specific item for you (Up to Class 6 size only).

Just to confirm, there is NO outfitting at Sacaqawea Port or Gagarin Gate.
