I've been visiting about 15 high-population high-tech and industrial systems, and the weapon selection is 100% fixed. Every single station has the fixed C3 beam, none have the gimballed C3 beam. Faction reputation varied from neutral to allied. I've never had this issue before, usually I'd find whatever I needed in a few tries as long as you pick large high-techs. Did something change?
