Unfortuenately most stations offer only a limited choice (not all classes and ratings available and/or it depends on for which ship you want to buy them). 
But I hope that there are at least some stations at which you get all classes and ratings for all kinds of outfittings and for all ships.
If anyome knows one or multiple of these stations, please post them here, would be much appreciated.
And - as far as you know - please include the discount (if existing) the station offers on outfitting.

The Neto system has two stations with outfitters, and, while they don't have everything, they have a very wide range of modules. No discounts, but no permits required either.

In the meantime I found confirmation that Jameson Memorial in the Shinrarta Dezhra system has all ships and all outfitting available, and with a 10 percent discount.
And if you backed ED early enough (like I did) then you don't even need rank Elite to get the permit to go there.

I did not mention Shinrarta Dezhra, as you need a permit to go there. As I am a Beta Backer I have that permit.
