Outpost Attack

Today as i was approaching an outpost in owned by Federation , it was attacked continusly by federal navy pilots!.Has it got something to do with powerplay ? has anybody experienced this? is it normal ? what do you think?
 
I expect they were shooting an NPC ship that had docked. Outposts do have weapons which I found out the hard way so if they were attacking there outpost it would have fired back.

Was the system in civil war? I saw security forces shooting up a coriolis last week (and dying).
 
saw same thing about a week ago. made me laugh.. there was about 4 federal security ships attacking the outpost, "the outpost clearly won" After they were destroyed i was allowed to dock. and then after refueling and so on.. 2 more federal ships dropped in and started attacking the outpost.. they were quickly dispatched too..

i did find it all rather entertaining.
 
Pre-1.5 I was on approach to an outpost and an NPC Asp explorer had decided to open fire on random ships landed on the outpost. It was a strange site. The outpost never fired back.
Eventually the unwanted Asp fired on me while I was on the landing pad. Lol I blew him up once I was done.
