In most MMO's, the chat key (enter) automatically responds to the last chat channel (or private message).
In Elite Dangerous, the chat key (enter) binds to an empty channel. Until a player selects a target for their chat, the chat key is essentially useless. This could explain why a lot of people don't respond to messages. Who has time to select a player when you are busy flying? Who has time to respond to a "drop or die" when you're busy trying to run away?
I think to encourage player communication, the chat key needs an overhaul.
Of course, a quick way to fix this is to bind the chat key to a broadcast channel for the local area/instance...
