You also have to wait four weeks until you can buy them. So get on it. The longer you wait, the longer it takes.

You need to be pledged to Li Yong Rui for at least 4 weeks, and reach rank 3 at any point after that time. Then you can buy them from Li Yong Rui controlled stations.

I'm a about 3 days in. Lol

From my understanding, you pledge to LYR, and do nothing for 3 weeks, just carry on a normal.
You might get attacked occasionally if you enter hostile space, but don't worry too much if you know how to fight or run.
On week 3, start earning merits.
I found the fastest way to to undermine another faction.
That basically means kill their PowerPlay ships. There's a guide somewhere on who shoots who. Lol
All I did, as a test, was fly to a nav beacon on one of these places, kill the PowerPlay ships there, then run as security showed up.
Then turn around and come back and do it again.
I earned 300 merits in 20 minutes. Lol
I do have a 50,000cr bounty on my head there now though.

As soon as I gain access, I'm going to ship in my Anaconda, spare python, and FGS, and FDL and load then all up with these. Then I have plenty laying around for use of I need them.

Which cheap ship has the most class 2 hardpoints?
I could do with a a few for this. Lol

Fed gunship? But the iCourier has three med hp's.

Viper is the cheapest to store medium hardpoint weapons (which Packhounds are).

Are you out of room in your module storage? It will cost you a lot less fit them to your Acanonda, put them in storage, repeat until happy, and then ship the modules to whereever you need them afterwards. Bringing the ships there isn't necessary unless you are out of room in storage.

Don't forget that once you get them and decide to join another power, you cannot purchase them again. Made that mistake after only buying 2.

I just finished the PP grind for these last Saturday. I then promptly loaded them on all my old ships (the ones I don't use), bought a gunship (didn't have one yet, so...) to hold 4 more, put them on the few ships I actually want them on, and then stored 10 in module storage.

As of yesterday, I have now defected to Petreus to start the grind for Adv. Plasma Accelerators.
