I can only imagine it must be a headache to manage with features and items in base alone vs. base + horizons. like "if account doesn't have horizons, then don't show this item on menu, or don't show blue line approaching planet" coding for so many things.

Either that or more shallow, optional, disjointed features.

From the latest official figures from Frontier, 3M copies of the base game have been sold - and 1.3M copies of Horizons.

I doubt that Frontier would consider 57% of the potential player-base to be "not important".

They might, as that 57% doesn’t appear to be DLC buyers
