metal belts or planet rings with metal content.
metal belts around suns are not very dense but often have a better chance of spawning higher minerals. if you have a smaller ship this is your environment.
planet rings are dense and spawn thousands of random asteroids. if you have a lakon T6 or T9 this is your natural environment.

Apparently it's been randomised now to fix an exploit.
You can find it in any metal belt, the more pristine the belt the higher the % in each ore chunk.
The randomness which was introduced was the placement of the asteroids as before when you found an asteroid which gave a nice high % you could mine it, log out, log back in and your still facing the same asteroid.
Now when you log in its random.
