I wanted to test those passenger missions, the basic ones.
Transport X <passanger_type> to spaceport Y.
I had a Beluga with enough luxury cabins and thought it might be nice to transport those refugees to the next system in style. They wanted economy class cabins. Passenger board told me that the mission is unavailable with "min cabin type economy". Apparently min. type is equal to "it has to be the exact type".
Maybe I did something wrong, but if I need to have the exact type of cabin for those missions, then those missions are useless. I won't constantly change the cabins in my Beluga just to be able to haul a few passengers form A to B.
Not to mention that this would make the Beluga completely useless. All my other ships can be equipped with economy class cabins and some of my ships with more. So why bother with the crippled Beluga at all.

After a lot of very useful and helpful replies I learned:
The "seeking transportation" - the non VIP passenger missions - can be split between cabins of the same class (economy, business, fist class), but not between cabins of different classes.
"Seeking transportation" passengers can't be placed in luxury cabins.
"Seeking transportation" passengers can be placed in higher classed cabins (but not luxury)
