I think adding a kidnapper limpet would add some frills to the whole passenger hauling arena. They'd convert captured passengers into slaves in the hold.

It would need to result in a substantial loss of reputation for any player losing passengers to these. Otherwise, it would be too easy for two mates to pinch each others passengers.
