Passenger mission failing

Did my first passenger mission, which had three phases. First I had to find a station that sells size 5 cabins. Then I flew to the first destination, which was 2 jumps away. Mission message told me to go to a ELW which I did. I waited and waited until I checked the mission again to see that I had to go to this catholic beacon. Ok, did that and then moved to the next destination 4 jumps away. There I found the tourist beacon right away and after scanning it I went to the last destination 11 jumps away. Mission text told me to scan an APISULFR visitor beacon but there was no such thing in the Apisulfr system. I used my advanced discovery scanner, I scanned the nav beacon. I tried searching the USS and even went to the stars B and C which were 250000ls from star A. But no, there were no such thing as this visitor beacon.

2 hours down the drain. Did not get my 1 million reward.

Do not do these multistage missions, I have never done a working multistage mission and I have tried after every update.

The visitor beacons can be around any body in the systems and you have to be within 1000ly for them to show up. Can be a bit of a PITA if it's not close to the main star. If the visitor beacon is actually on a planet, the passenger appears to tell you which planet in the update mail message...not so for space beacons.
