I am doing the Marlella Decker sight seeing mission, and at last stop of 4 at Juipedun ,, but there is NO visitor station,, I have flown to a couple orbits , scanned with advance scanner,,, nothing????? .. what am I doing wrong?

I've also encountered this issue. Seems like a bug makes some beacons not appear until you are very close.
But the good news in my own 2 missing Visitor Beacons was that those "missing" beacons ARE THERE! They just don't appear at long ranges.
I flew right up to each planet and moon in the system. Sure enough, when I got close enough there was the Visitor's Beacon.
Handy, because it let me complete and cash in $5 million worth of missions that took me there.

Yes, the beacons have always been there. You just have to look closer, it is a sight seeing tour after all.
I finally found it, it showed up on my HUD but never showed up in my Nav bar even after I was on top of it. .. what a crappy bug.
