Horizons Passenger missions and a faction's state

Hi,

Can someone please help me with some information on passenger missions regarding a faction's state?

Are the passenger missions dependable on the state of the system's minor factions? By this I mean does a civil war or other state change the amount of passenger missions? If so, how does the state affect the passenger missions?

The better your state to a particular faction is the better the payout by this faction.
