Why have PAX missions been neglected with trailblazers? It doesn't make much sense that you need to haul in the commodities to build stations, but not the people who live there!
Of course, you couldn't haul ALL the people there, but I'm thinking that you could have some sort of multiplier based on the quality of the missions. Basically, you're hauling in the leader, and the followers come later on cheaper bulk transports or megaships.
For example, an Economy PAX mission might by for Family Leaders, who bring their entire families along a few days later, and you get a 10x population boost per passenger. A Luxury PAX mission could bring a famous scientist or biologist, who would bring their entire teams and infrastructures with them, maybe a thousand or more people per passenger.
So building facilities would give a moderate initial boost to population, and then you could either wait a few months for the population to increase to its cap, or manually increase it faster for a decent profit!
