Missions asking for a "Scan" don't really require a Scanner or any form or sort.
You''ll find a Tourist Beacon in the Destination System, either in Deep Space or on a Planet Surface. Just lock it up (like you'd lock a Ship or a Station), it'll scan it for ~10sec and that'll complete that Mission part.
Then you can head back home (unless it's a Tourist Mission requiring several Systems to be visited).
Generally, the LongRange Passenger Missions pay very poor compared to local alternatives and considering some of the extreme distances they often require.
Plus, a very few Tourist locations are in Systems which require a tremendous JumpRange on the Ship to reach. So one must very carefully check the location to see if it's such an "edge case".
Especially if you're never traveled several thousand LY, I'd stay well clear of these.
On top, great care must be taken if the Passenger type is Secretive. Any single scan by an NPC (and those can spawn near Tourist Beacons and in other unexpected places) can fail the Mission.
(quite a few were busy taking Screenshots, only to hear a totally unexpected "Scan Detected" ... or just before the Mission was to be completed at the Station, caused by a Patrol Fighter or a random NPC... you don't ever want to hear that after traveling 10000 LY or more with a Secretive Passenger
