You can put a passenger cabin in any ship with a class 2 or bigger slot. A class 2 cabin will only give you 2 economy seats though. You can only put luxury cabins in dedicated passenger ships, Dolphin, Orca or Beluga. Your Cobra IV should make quit a good passenger ship. I would D rate it and take the weapons off though for speed and jump range. Run from any fight because if you get fired on you will likely frighten your passengers so much you will fail the missions anyway. Pack a couple of heatsinks so that if interdicted you can boost, fire a heatsink so your attacker loses lock and then jump away. Also fire heatsink if you are scanned while entering a station. Passengers mostly don't like being scanned either.

Or just invest in a Dolphin, only runs round. A couple mil, jumps good and fast too. With engineering mine jumps 37 lys and boosts to 460. Speed is its only defense, no point putting heavy shields on it, you can't fight with its 2 small guns, shields won't hold up long enough for you to do any significant damage to most ships. I put 2 rails on mine but only for those missions when you get a small mission target going after one of your passengers. If its a small ship, I can duke it out, if its a bigger ship, I just run. Only have a 3A shield, to free up a 4 slot for cargo or cabin. Good ship for those sightseeing short trips. Can take one or two and jump maybe 15 times and be back 10 mil or more richer.
