Somewhat on a tangent: what they should have done, in my opinion, would have been to restrict all but the economy cabins to the dedicated passenger ships. Actually, I have a feeling they might have planned it roughly that way but since there isn't a cheap, or even a semi-affordable, passenger ship available, they didn't want to restrict a large portion of the passenger missions to experienced players only. As it stands, I don't see much of an incentive to use the dedicated passenger ships, either, and I hope the specialized ships would be given more purpose later on, perhaps with the introduction of the Dolphin.

Go back and reread some of the promotion stuff on the Beluga.
Most ships are capable of carrying bulk economy class cabins. The more luxurious billed passenger ships are the only ones who can carry Luxury cabins.
What's the difference?
VIP passengers, the big high rollers who will drop the most money for transport will only be available if you have a luxury cabin.
So, what's the difference?
Ships fitted with Luxury cabins will give you access to the higher paying yet few in number VIP missions which are low quantity, high payout depending on how well you fly.
This is where the Passanger ships such as the Beluga shine since they are the only ones who can equip these cabins.
The other ships can make up this shortfall with high quantity, low payout bulk passanger transport.
In short. Comparing the Anaconda and the Beluga is like comparing a commercial 747 against and privately owned Cessna. (Size not withstanding) The former transports large amount of "average joes" on the cheap to make money in the bulk while the latter is chartered by rich people with too much money who don't want to fly with the riffraff.
