I've searched without finding a concrete answer, but it really appears that passengers will require the horizons expansion? I have 2 accounts, one with and one without the lifetime pass, but my older account, the one where I have elite combat and nearly elite trading, the one where I have almost a billion credits and bought an Orca "just because" will most likely never get to take a passenger mission, which means the Orca was truly a complete waste for that account and for anyone who buys it without the horizons expansion. I'm fairly surprised that this feature is locked behind a season pass, and it makes me wonder if Frontier will be adding anything new to the base game. I completely understand that many new features will be in expansions only, and that's why I bought a lifetime pass (on a new account so I could share the old one with my kid) but I don't think anyone bought a ship billed as "perfect for moon landing" or "perfect for engineer tinkering" or "perfect for .... Whatever you do in power play these days, I don't know" 2 years ago. I did buy an Orca. I did expect to use it for passenger missions eventually. I'm not particularly upset about the change, that account is barely used and my son really only likes hunting pirates together, but I am as I said... Surprised.
