Horizons Passengers requiring Horizons?

I've searched without finding a concrete answer, but it really appears that passengers will require the horizons expansion? I have 2 accounts, one with and one without the lifetime pass, but my older account, the one where I have elite combat and nearly elite trading, the one where I have almost a billion credits and bought an Orca "just because" will most likely never get to take a passenger mission, which means the Orca was truly a complete waste for that account and for anyone who buys it without the horizons expansion. I'm fairly surprised that this feature is locked behind a season pass, and it makes me wonder if Frontier will be adding anything new to the base game. I completely understand that many new features will be in expansions only, and that's why I bought a lifetime pass (on a new account so I could share the old one with my kid) but I don't think anyone bought a ship billed as "perfect for moon landing" or "perfect for engineer tinkering" or "perfect for .... Whatever you do in power play these days, I don't know" 2 years ago. I did buy an Orca. I did expect to use it for passenger missions eventually. I'm not particularly upset about the change, that account is barely used and my son really only likes hunting pirates together, but I am as I said... Surprised.

Anyone else surprised?
 
Am I surprised that the largest features are available on paid for future expansions, no not really. That's how expansions work. What it sounds like to me is you bought the life pass for the wrong account. Personally I would have put it on the account which had the most stats, credits, ships etc. rather than the new one. Contact support, there is a very slim chance that if you can prove you bought both accounts then they may be able to transfer the pass from the new to the old one. Just say it was a mistake.
 
:) I definitely have the lifetime pass on the right account. I made the choice to start over. I'm not really upset that my new account doesn't have an Orca, it's more the fact that I was able to buy a passenger ship that it turns out cannot carry passengers unless I spent real world money first. It's as though they had an expensive in-game planetary approach suite, and some of us bought it, then they release the expansion and say "hey now you can use that planetary approach suite you bought months ago. As long as you buy this expansion first."
I simply didn't expect that feature to be part of the expansion because parts of it (the Orca) were already in the base game.

It doesn't bother me, except that it sort of does. Even though my son wouldn't take those missions anyway, even though I can take all those missions I want as soon as I buy another Orca or save more for the Beluga, I feel like this one thing was pulled from the main game and stuck in the expansion after the fact and it rankles. They always said they would still add some new features to the original game, but this feels.... A little bit like they're rolling that back in. Just because, if anything would have stayed a feature for all, I think this would have been it. Will Thargoids also be Horizon content?

No matter. I'm enjoying the game, and this is minor to me. Maybe I felt like I needed to get it off my chest and I honestly wondered if anyone else was surprised. Only 2 comments, but it seems like no one else is surprised. I'm looking forward to 2.2 so roll on guys!
 
I would think that passenger will be available to no horizons folks for passenger missions to stations, you just won't be able to do the passenger missions that take you to a planet surface. It will be the ship launched fighters that won't be and the Beluga.

But it don't know for sure.

FD have not specifically stated this. They stated that ship launched fighters and the new passenger ship will only be available in Horizons.

It may possibly be that passenger missions will be allowed without Horizons, but only in the Orca, or it may be that commodity passenger missions are for everyone but VIP missions are only for Horizons. We don't know for sure yet.
 
If you look at the Passenger threads in Dangerous Discussions, you'll notice that it's shown as part of 2.2, the horizons expansion. It says nothing about adding to 1.6, the non-horizons version. Take from that what you will.
 
Following up: FD has actually added these to 1.7 rather than 2.2, so thank you FD! Awesome news for any still playing Elite without Horizons.
 
Passengers will be added but some stuff like the beluga won't be which means it is possible that the Orca will be the only one capable of fitting luxury cabins for the 1.7 crowd. Iirc from the streams all ships can fit regular passenger cabins.
