I opened a new zoo in franchise mode, placed all the staff facilities side by side real closely with group edit, water and power facilities were always shown as 'not accessible' alerts, despite they were all shown connected to the path in front of those, AND the handyman could reach and fix power and water treatment. I restarted the game got the same alerts.
Also I had a staff room in between of few other facilities, all connected, but only the staff room has 'not accessible' alert, despite the short path was indeed shown connected to the main path.
I moved those further apart and redo the path and solved the issue, so I think the pathing could mess up the workers AI if you squeeze them tightly. It could be why some players' keepers not working if they did all the steps they could.
Same with barrier, sometimes the last part just won't connect when I try to place a 90C square right next to the path. (not obstructed, but rather the last 20m not long enough even with angle snap)
