This paint job is still owed to xbox one players. Below is a link dump containing official confirmations that these would be granted after the paint job store was implemented for console.

Those who signed up at the time should be given a voucher for said PAX paint job and also the emissive cobweb emblem (if not already owned) to symbolize the over 2 year wait.
