Pay fines where?

One fine I got by forgetting to deliver. The other one I got today for abandoning a mission as the destination didn't exist. Will upload a video if need be. So I had to sell my cargo on the black market as it became illicit.

So now I have two fines but don't know where to pay them. The galaxy map gives no clues in power play. These are where/who my fines are with:

Miphifa Empire Assembly

United Gaula Wu First - pay in Gaula Wu.

Miphifa Empire Assembly - pay in Miphifa.

Unless I'm missing something?

Pay them off in the system where you got the mission.
If the mission is for a party in the system, then you have to go to a station that's got connections to the party.
You can't pay off an Empire fine in a Federation system, gotta be in an empire system where the party you made the offence against is stationed or has power in.
