Engineers Pay to Win? Ressources and Engineers? Community Goals?

Have been Reading alot Stuff Lately which Claims the Game went Pay to Win.
Went online and Checked whats up.
Saw some Pretty Big Patchnotes. (Too Big and Hella Unsorted lol. Much of that stuff doesnt really make Sense unless you Participated in the Beta I guess)

So went Online to Check.
Now I noticed I got some Invite to Visit an Engineers Shop.
Went there and he Asked me to Donate Bounty Vouchers First. (And well I got like Half a Million of those from Bounty Scanner From killing whatever and never bothering to Collect them by Flying to the Respective Systems...)

And well the Mods he has aint that Great. Albeit Still Improvements I guess.

And well.
Now I am somewhat Stumped.

So some Questions.

1.
Horizons (according to Google so dont flay me if thats not Correct) Is only Available to People who got Horizon. Which would mean that unless you Pay for Horizon your Pretty much out on PvP and so on cause the Enemy can have Modified Weapons (and apparently also other stuff) which does Double Damage etc etc.
So whats the Deal with that ?

2.
This Engineers Stuff seems to Cost Materials rather than Money.
But the Materials are Apparently not Commoditys. So whats the Deal with that ? Can I get this Stuff somewhere ???

3.
I also Noticed in the Galaxy Map that we got Community Goals now. That some sort of Powerplay like Event ?

Thanks for Answers :)

It is pay to play obviously. The model that used by company like Blizzard. Get use to it. Yes, game force you to buy Horizons. No, it is not p2w.

i think people seem to be confusing this for a f2p game.. it isnt pay to win, its pay to play! they make their money for continued development by selling expansions/seasons and engineers is part of horizons.

you need to grind for engineer mods as mentioned above.. the npc's have the toys though lol. i have had to make some proper adjustments, but in all honesty, while the game has gotten more intense, im not noticing any bigger problem dealing with modded npc's over normal.. it just takes longer, and being smarter at the controls.

pvp, sure, i can see that becoming a slight complication as players get the top tier mods ground out, but again it is still something that you would really have to work for, you get out what you put in i guess, but like i said, it is a game, it does cost to run and develop it, so if you want to keep up with the game, you need to keep up with the seasons.

also, would be pretty pointless, as well as completely mental, to charge players for new content, then give it away for free, would it not??

Woah Mate Chill Down.
I am just Asking Questions. Dont Blow a Fuse and Start throwing a Tantrum just cause someone Asked something.

1.
Well if I remember right the Correct Description is Buy to Play given you are Buying the Game. Not Paying any Monthly Fees to Play.
Under that Aspect I guess. The Topics should be Named Buy to Win here. As Horizons is not an Monthly Fee either but a Onetime Buy. Lol.

2.
Grind How ?
I got Tons of new Stuff around Apparently. Including Basic Metals like Iron Nickle etc. Needed for Ammo.
This Dropped by NPCs ?
Or do I need to Mine for them ?
Didnt find em on Stations Market yet.

3.
Well. I dont actually know if Horizon Players and Elite Players are on Same Server in Open World.
If NPCs got this its actually a bit Pay to Win "ish I guess.
I mean its after all quite the Big Advantage to have this.

4.
Well in my Case at Least. I am generally of the Opinion that any Content Sales should be Limited to Stuff not Relevant for Competition.
So Planetary Landings etc. Fine.
Module Stuff like Cargo Space or Fuel Bunks or even Collector Drones etc. Would also be Fine.
In case of Weapons etc However I would actually Side with the Pay to Win Yellers there.

Because.
They DID in Fact Buy the Game. So they did Pay for this Gaming Experience which Includes PvP and Online Play.
Suddenly Throwing out an Expansion and Selling it. Basicly Selling. Well your now Useless in PvP unless you Also Buy the Expansion. Seems to be Fairly Bad in my Eyes.
If Horizons would be Seperated from the Standart Players. Thus them not Having but also not Meeting the New Weapons etc. That would be a Different Story.
But if its True that they are actually Forced Fighting these Engineers Stuff. This Means that the Game which they Paid For. Cannot be Fully Played by them Anymore because they are Constantly Faced with Stuff that is far Surpassing theirs and which they Cannot get their Hands on.
If thats how things are I must actually Say I am very Inclined to call this something worse than Pay to Win to be Honest. :)

Further Questions from Exploring. (and some Answered) (Pls note I am writing this Post between Flying around so Excuse me if I am jumping around or say something twice)

1.
Noticed the NPCs are Pretty Insane right now.
They are Shooting like Aimbots on Steroids almost 100% Hit Rate with Fixed Weapons is Pretty Sick. And heck they sure Learned Flying while using their Support Thrusters. Its almost Impossible to Catch up to them with a Bigger Ship Now.
I read they also Buffed Turrets. Maybe I should Consider some Refitting. Maybe they Moved Heavy Ships more to an Logical Role and Adjusted Enemies to that. (would not mind that)
Also notice the NPCs Seriously is Aiming on Modules Now. Seems to be a Random Module. But Heck thats Pretty Annoying lol.

2.
Noticed some Materials apparently Drop from NPCs.
Albeit its not the Crafting Material apparently.
More like the Engineering Materials given by the Names.
Where the hell do I get stuff like Iron and so on ???

3.
Some Bugs seem to have Returned lol.
Landing Computer is getting Stuck and Acting Up.
UI of the Starport Services Tends to Freeze forcing you to Reconnect.

elite may be an mmo in the literal sense of the word, but it certainly isn't an mmorpg, there are no set levels to progress through, and no true end game, pvp is a part of the game, but it isn't what the game is about.. db has always been very clear on that. it is very much up to the player to seek out the challenge, or attempt to avoid it, as the case may be. we all share the same universe, and effect a single 'beast' of a background simulation.. actually these things are very much at the core of everything this game is. even the elite dangerous website answers these basic questions on its front page, and there are certainly articles online that will come up on a google search (dating back to beta)

this game is on a 10yr development cycle, and has a pretty straight forward business model. a continually improving sandbox, with a continually developing background sim, that while having no monthly fees, will charge you for increased content each season. what they aren't doing is increasing level caps and trying to create an end game. the main thing here is the single sim.. anything generic that is applied to the sim, will effect everyone, and the only thing that has so far created any 'sense' of imbalance between base game and horizons is engineers, and as many of us have yet to touch engineers and we are still ok against the modded npc's, it is really something perceived as an issue within a subset of a subset, that may find things a little harder against their relative counterpart.. but anyone that competitive in pvp.. in pretty much any game.. understands a need to keep up with it. again i don't really see any valid arguments about having to pay for new content.

Well. No offense to that but it does not really matter to what I said.

You see the guys who back then bought this Game. Pretty much get a part of this Game (which they paid for) stolen from them.
Becquse they have to Fight NPCs and Players which have access to Superior Equipment.

This aint right in my eyes.
They Paid for this Game. So they should either be Seperated on the Server so they aint Facing this Superior stuff.
Or they should get access to it.

But well actually it would be nicer if we coupd go back to the questions.
I know its my fault for asking about it. But i did not want to have this discussion here.
