paying fines

i picked up a mission to deliver some unique goods i wasnt able to finish it in time couldnt play the game real life responsibility's called well now i have 350K In fines 100,170 for independent and 257,862 for black widow witch ive got 5m cr saved so theres no issue there

ive gotten rind of the stolen goods

issue came the fact that now theres anonymous access on practically all the ports in hip 97950 and they wont grant me docking access no matter what ive tried

looking online i read there's interstellar factors that will let me pay this off however every one ive docked at says no fines detected

what do i need to do to pay this off

what is your notoriety level if it's one or more nothing but time spent and in game not at a port either will make timer count time back down to zero @which time you can pay off the fine @ an Interstella factors or issuing system
*check right hand ship panel for level or in the codex
