Locked influences mean around a third of our systems are currently unplayable - the BGS is rapidly grinding to a halt
But it reduces small pmf as much if not more than large pmf. I thought the point was to hold up the larger pmfp

Yep. Influence shifts on the day the conflict ends, but remains 'locked' in the recovery period interestingly.

I think Investment comes with a minor Security penalty - spending on construction rather than police? - and most of our region is so close to the Medium line in default state that it switches it.Similarly, super happy Factions dropping a Security Level (i.e. Medium to Low), despite enjoying maximum Economic success, Liberty and Expansion/Investment in these places *scratches head*
Such places rather behave as if they had a Security problem.
