People under threat not evacuating?

Yan Zangata is under threat and going to be attacked by Thargoids in 1 day. And idea why these people are going about their tourism and not evacuating? How can I find out where the evacuating people are?

That happened to me. I had time to do one rescue mission yesterday, but on today´s morning the system was already "green". Moved to another, don´t remember the name now (there´s only one system now on alert that is populated), but I did three or four rescue missions.
