I have it. So there is a way.
You need to get allied with The PeregrinaAristocrats in HIP 18609.

It isn't all that interesting though.

It's enough to pump your reputation in THIS (HIP 19157) system to allied, and thus ensure that you get an invitation in the same system. It may come long (really long), try different stations/avanposts in the system and different game modes.
