This is the second best solution, with banning all shops being better than that.

In all seriousness though, the range of where visitors will throw trash just needs to be tweaked a bit higher. They are actually pretty accurate at hitting them if one is close enough as long as they aren't angry. My zoo so far, as of year 29, has yet to have a litter issue and my solution wasn't as extreme as the OP picture. I just limited the size of paths to no more than 10m main pathways and used over-walks a meter or so off to the side over a lot of exhibits.
Then I made sure to put trash cans every 10-15m on at least one level of the walkway. Believe it or not, people will throw trash down or up a level to hit a bin on a different level of walkway. Other than that and keeping everyone happy, it's not been bad at all.

I don’t have any issues with my litter? I place bins quite far apart from each other and don’t have a issue. It’s strange how some users are experiencing!

Side note: How wide are those paths? They look awfully wide for the 30m(I think) max width. Did you somehow figure out how to run paths parallel to one another to create wide open spaces? Asking because I'd love a good way to create pretty plazas and sitting areas for picnic tables.

You can make them as wide as you want if you use the align to grid option and the terrain is flat enough. That's how you make large plazas.

What you see on the ground are the white education speakers. Feel free to call them "propaganda" speakers. The paths are spotless.

My paths are that wide because when visitors start bumping onto each other, the flow goes down to complete stagnation. This zoo, if the gods grant us strong patches, will house 10K visitors one day who all want drinks from different shops (I hope).
 
I dont really have an issue with litter, unless i open new areas, then it takes a bit of time to get it sorted.
