Performance Problems

I really want to play Elite Dangerous after playing the previous Elite games on a C64 and Amiga 500+. However I am getting some serious frame rate issues just in the training missions that are really putting me off, on a machine that should be just fine to play smoothly at a reasonable quality. In the very first training mission my frame rate goes anywhere from 100 fps to 10 fps or less to the point that it is actually impossible to hit any tanks because it jerks so much. I have lowered the quality all the way down to low and it is still horrible to play. I have shut down everything possible to ensure no other apps are causing issues but no luck.

CPU: Intel i5-2500K
GPU: AMD R9 380 2GB
Mem: 8GB
OS: Windows 10
GPU Driver: 16.3.2 Crimson

I really want to be able to play the game but the performance issues for a game that is set in space is nuts.

My Original ED build was an I5 2500K, clocked at 5ghz, 970 running stock. I could run everything on ultra in virtual reality.
Could well be a driver issue.

Have you tried the actual game? Training missions are quite old and poorly optimized for newer drivers.
Maybe the main game will run okay.

You should be running around 60 with that setup with very high details. I have weaker rig that you with AMD R9 280 and 1080p is running over 60 in most places, planet surfaces being the exception (30-40ish there).

Do as Chris said and start a real game first and fly around. Engine has been updated several times and the training mode might not be relevant anymore since its very old.

You don´t need to learn anything in training mode, because you get a free ship that you can lose as many times as you want in the beginning. Just start a game and take your sidewinder for a spin. If you die, it doesn´t matter. If you die 100 times, it still doesn´t matter. Game has extensive listing of all keyboard commands in options menu where you can find all the controls you need.

Have you tried updating your driver? Looks like current AMD R9 driver is 16.15.2211.

I run the basic Elite Dangerous (no Horizons) on a GTX 460, which is generations behind, so I don't think your card should have any issues with the game.

I need to learn to fly a ship first and somewhere to practice.

The first ship you are given - The Sidewinder is free and free to replace if you die. If you get through the travel and docking training, you could as well fool around in the main game.
That way you would at least know if there is something to fix in the first place.

Also, game reset is free, so you can always just reset your game back to 1000 cr in the bank and the free ship. Nothing you gained while being a "newb" will be a big loss anyway. Credits, reputations, ranks, etc., will all come easier later.

I double checked my driver version and it is 16.15.2211, seems I was looking at the Radeon software version previously. I tried a solo game and I am still getting the same issue where it will freeze from milliseconds to a full second before snapping back and continuing, but it happens so much it is impossible to even take off from the station cleanly.

Check for a driver update. Roll back to an earlier driver if necessary.

If you think the requirements for the space parts are nuts, wait till you try Horizons - it can bring high-end cards to their knees, and this is a good thing. ;)

Seems the term I should of found sooner was stutter as this seems to be more accurate as to the issue I am having.

I noticed one guy talking about tesselation factor being too high causing the sort of problem you are experiencing. Could you check if you have x64 tesselation factor enabled from the control panel? You find it under Global Settings -> Tesselation Mode (change to "override application settings") and select x16 or x32 from the new drop down menu. Worth a shot at least...

-Check your Antivirus/Firewall App. If you temporarily disable it... does the game run fine? If so, try a reinstall or switching to a different app.

I too had occasional stutter with my old E8500 + GTX 560ti system, but nothing as pronounced as it seems to be for you.
It could be any number of things.. but I usually start with a clean sweep..

-install ccleaner, free edition works great
-Run the cleaner.. cleans out temp areas and all sorts of clutter
-Scan/clean registry of junk.. (reboot after!)
-Review and disable anything in your startup that is unnecessary (ccleaner can enable/disable startups quite conveniently)

-Run a diskcheck... in case you have errors.

-Defrag the hard disk(s).. at least check how fragmented it is..

-Review and update all of your drivers

-Also... it may sound obvious, but scan your system for virus/malware. There could be hidden stuff causing issues..

I hope it all gets sorted out... such things are crazy frustrating.

Or it could be easier just to put an exception in your AV for ED.
OP doesn't say whether it is an OS upgrade or not either.
