Permanent AX CZ

Since heat and swarm damage scaling bug had been fixed, the humanity starts to slowly push back Thargoids back.
Unfortunately, this means that systems do not stay in incursion for long, so the AX CZ are removed quite fast.


REQUEST: Make some permanent AX CZ - somewhere in Pleiades would fit best.

This is a good idea but if permanent ones were added somewhere what reason would people have to use the ones in incursion systems. These permanent ones would need to do something to stop the thargoids in the core systems. Maybe if enough was done in the permanent ones the thargoids wouldn't spread to new systems
