Permanently Baffled about colony build

I have built 10 facilities in my colonised system. A bit of a mish mash to see what happens to be honest although ultimately, I wanted to focus on a High Tech/Refinery system. Currently, I have security 8, Tech Level 38, Wealth 13, SOL 23 and Development 22. I also have a Coriolis Starport and one High Tech Planetary Hub. I had assumed after the weekly maintenance that the past weeks builds would update. I did a little tour to check out the bases this morning and found that nothing has changed although admittedly, my planetary port has a 100 more washing machines than last week (Consumer Technology). I don't see the relevance of these numbers e.g.I had read that you need security of 6 to get High Security but I'm still at Medium.

My population has tripled since last week but are still in what seems to be a permanent state of being hacked off with happiness at 0. My system seems to attract the perpetually grumpy (much like the village where I live). Reinforcing that. Almost every mission in both my station and hub are of the 'kill, maim, destroy' type... except for two donate missions (probably there so they can afford more 'kill, maim, destroy missions). I can't explain why such a murderous band of thugs chose my system.

I would like to be able to produce Insulating Membranes but have no idea how to achieve that. I have extraction, high tech, colony, refinery and military installations. I have one planet left with 5 slots and another 10 space ones.

So, any advice for moving things forward to the goal and make my population happier? What do the system numbers signify?

Note: After all the hauling, my Coriolis sells nothing apart from biowaste so my 10 installation bonus of 10% discount means I can buy cheap crap although I can't really see an upside to all the hauling:)
