Recently, I have stumbled across a bunch of systems with the PRAEI1, PRAEI2, and PRAEI3 designations, which are all oddly locked by an Unknown Permit. Anyone got any ideas?

There are around 22 known permit regions and their satellite zones, all over the galaxy. Despite its distance Praei (actually Praei3) was the 2nd one discovered, after Regor, back in January 3301.
Players suspect they're regions set aside for future content and we'll need a regional permit to visit them (either paid for content or via earning the region permits by in game means).
