humm must be a bug then I'm getting "A permit is required to land here" when I try to dock.

Check your right hand panel ... check Engineers .... Felicity to see if all the boxes are checked.

Re-scan the system. That will fix it. It's a bug. I had it happen 2 times.

I just landed there a few minutes ago. Nothing out of the ordinary. No permit required.
