Newcomer / Intro Permit Required for Mission Objective?

Apparently, cannot finish the mission, since a permit is required for one of the locations:

Sirius Industrial doesn't necessarily mean it will be in Sirius

Have you scanned the Nav Beacon in Luyten's Star ?

Also in your list was an unidentified signal source with a blue arrow on it. Go to that one

That mission doesn't require you to go to Sirius, just a visitor beacon in the system you are already in.

I don't think so. Even if it does, as you can see on the nav screen, he is in Luyten's Star

My bad - it's Luyten 347-14 that has a permit.

Target Body is Ashby City. If you use the Discovery scanner, the Tourist site should disp[lay once you're within 1kls of Ashby City.

Or just scan the Nav Beacon near the star.

Sirius Industrial is already in his Nav Panel. OP just target it from the Nav panel - a POI won't display on the system map.

It's right next to Ashby City

Best advice I can give is to pay close attention to anything that gets displayed in blue.
