After many many hours trying to get the Sirius Permit to no avail I got very annoyed at the system.
I grind rep with a faction that I know has the permit and then once said faction has decided that I am an ally, more reputable than just a friend and the highest possible standing for me to hold and yet they refuse to even offer me a chance at the permit until one day they offer me it for doing the same mission I have been doing for them all along only this time its worth a permit even tho no factors have changed at all.
This system is clearly flawed and will be a source of annoyance for many players (especially when this particular permit is needed to unlock Marco Qwent who is key to unlocking Palin and ultimately the caustic resistant cargo racks that are almost required to do anything with Thargoid artifacts and right now the main story of the game) so I have some ideas on how to fix this.
Option 1. Add a permit contact to some stations that allow you to "apply" for permits once you have sufficient rep with the faction that holds it that would send you the mission in a message.
This would make a few things possible
Option 2. Have permits controlled directly by the Pilots Federation who clearly keep track of every single pilot and their actions so certain triggers could be set (like getting enough rep with a faction like the way it is now just without the RNG) that start you on a mission or even a chain of missions that ends with the permit.
Option 3. Allow players to jump to permit locked systems but you drop out a checkpoint where you can get details on the Permit holding faction and if eligible the permit mission or trespass (fly to far from the checkpoint without permit) in permit locked space racking up fines or bounties and being hunted by ATR units

- Players would no longer have to keep returning to the same place looking for a mission only to get screwed by the RNG.
- Allow players to see all available permits in the game so we could stop aimlessly trying to get permits that don't even exist yet.
- Allow each permit to have a set mission that would be the same for all players just like the engineers need to unlock.

Option 3 is my personal favorite as it would allow:
- Players to cut through permit locked space without any issue provided they dont go beyond the checkpoint area.
- High value resource belts in permit locked space that players can either grind the permit for or trespass in to grab some before the ATR units find them.
- Secretive things that the Galactic powers want to hide be locked behind a permit that the player can either earn the permit for (and the right to know) or risk breaking in like a spy (maybe for a mission to scan something for an enemy faction) .
- Players to take assassination missions in permit locked space that pay very well but unless the player has already earned the permit these missions would be very difficult adding more value to permits.
- Temp permits to be put on systems that enter a certain state like war that friends of the controlling faction would have while other potential agents of the enemy would not be allowed to enter freely while the war was going on.
- People to know if a system permit can be earned or if the system is locked for future content by using the current method for systems that are locked for future content.
I would love to hear any input you guys have or even just your opinions on this matter.
