Permit systems in deep space?

Not sure if this is a bug or not, but doing a 'Tourist' run out to a nebulae 1.200ly from Pratchett's disc and have found a lot of systems which need permits to enter... having to plot a long way round.
Anybody else found a similar thing?

I will check again later today to see if it has changed

Many systems are permitted in deep space.

Those are "reserved" by Frontier for "future development"
Could be Thargoids, or "The Lost" humans or something new, but not in the game yet.

Because the systems in those regions might change in the future, I think they don't want explorers tagging them or otherwise documenting their current state.
It would be odd to suddenly find a large occupied Thargoid "bubble" in systems that had already been explored and were empty before.

This 'patch' of space is huge, I am having extreme trouble getting back to the bubble as I can't find a way around it, I am in the 'Orion Nebula' at the moment but unable to plot a way home.
Any ideas gratefully received.

I ended up taking a long way around. See my route here.

That hook to the south and back, between Rigel, Betelgeuse and HD 49368
On the way back I plotted shorter routes and varied the direction/angle until I could get a successful plot.

It would be nice if those areas dont have content and arent used for anything in 2.3 that frontier perhaps consider reopening them for catalogueing ( at least the really deep space ones that have no clear reason for being permit locked)

Thanks guys, I managed to plot to another nebula a couple of hundred LY away and got around it that way, still on my way home - should be back this evening.
