Permits?

Does anyone know of any issues with unlocking permit systems at the min?
I've been trying to unlock the permit for the Nastrond system.
I have allied status with the required minor faction but even after a few days the unlock mission just isn't appearing.
Never had this problem with other faction permits so was wondering if its a bug or any thing else.
Any feed back much appreciated

Thats kinda what I been thinking.
Unlocked another system few weeks ago without a problem, just Defence Party of Nastrond don't want to play ball.
Would the home system being in a state of war stop the process?

You can rep up at any place the faction is at, but only systems within 15 light years of the permit faction's home system will provide the permit.

Many thanks cmdr. Didn't know had to be within 15lys.
I moved to a closer system and the permit mission was ready waiting.
