Personalizing planet systems to a players native language /country

If you look throughout history there are many instances where populations leave there home country's due to many different circumstances , wether it be famine, war, natural disasters, religious and cultural oppression. Lets say hypothetically and god forbid 700 years from now Italy was to fall into the sea. How far would your countrymen go to preserve there culture/ society? Would they take to the stars if that was an option? 1100 years into future is really not a long time in the grand scale of societies. They change and evolve but at the core I believe that most of us as a planet still hold on to quit a bit of our heritage from 1100 years ago.
It seams that this thread has spit into two discussions. One being helping newbies with the learning curve of ED and getting seasoned players involved with in-game incentives. I really like that proposal.
Another is taking the language/ cultural differences and using that as an exploit to help with the emersion of the ED universe. I do not see it as tampering with ED fiction by any means but to help fill in some areas of vastness due to human expansion in the universe.
There was a previous comment about using a language translation program. I do not know much about them but what if you could buy the translator in game as apart of your ships computer. It also could be susceptible to damage like other systems.

What would the human population be in 3100AD?
 
I guess (as we see today already) large groups of immigrants from the same culture try to preserve their language and culture (at least a part of it). Apart from being plausible it would also be a great way of countering the 'sameness'-problem in a procedurally generated universe.
 
This was setup in the international thread, it was moved to general discussion. I was curios to see if it would gain interest hear.
