Sometimes you need to log out and back in again to get the Permit show up.
The list is wrong here. I got the permit for the Beta Hydri System with Petty Officer rank.
Now I achieved Chief Petty Officer - then logged out to Main Menue. And logged back in I had the SOL Permit.
And to add this: Permit for VEGA still not got.
There must be other criteria as just the Federation rank. I guess it counts too, if you have done missions for
the Sub faction which control the system. Otherwise I should have the VEGA Permit too.
For example I have the Permit for PEREGRINA. Just achieved by doing missions for the Peregrina Aristrocrats.

Hmmmm... That is odd.
I just ranked up to Chief Petty Officer and I got Vega and Beta Hydri together after that rank advancement. I think SOL is all you get for Petty Officer.
If Vega isn't showing up, quit out of the game completely back to your desktop and then reboot with the Launcher. That always seems to get them to show up for me. Why this has to be done, I have no idea.

That would be news to me. I don't think I did anything for Vega factions before I got the Vega permit, and I was ranking up specifically to gain access to this system, since Slimweed is one of my staple Rare items in the trade route I am running to make $$ right now.
Trying to pull down a million per run without Vega is a lot more work! While I haven't ever had to do this...Perhaps try restarting your machine and then launch the game. For some reason the servers are not seeing your permit status. Have you tried jumping to Vega even though the permit isn't showing? If you are Chief Petty Officer, then Vega is open to you.

In the Updated Permit List you can read you need the Chief Petty Officer for Beta Hydri. So there must be other ways to earn the Beta Hydri and Vega Permits.
I figured out that in system V1581 CYGNI in station Peary Dock the Vega Independents faction give out missions.
So may be when you get allied with this faction by Mission grind, you may earn the permit too. Must happened to me with Beta Hydri this way...

There was a CG in Beta Hydrii a few weeks ago. When a CG happens in a permit system, that permit is granted to all players for free so that people who don't meet the permit requirements aren't blocked from participating in the CG. That's where you got your Beta Hydrii permit.
