Good to know for this evening. Although I spent 2.5h on Sunday farming HGEs and I had afterwards 100 of Imperial Shielding, 100 of Core Dynamics Composites and 100 Proto Heat Radiators. Of course, I already exchanged part of them to other mats...

Unfortunately these contain proto light and radiolic alloys only for me, at least in 19 of 20 cases. Very poor RNG.
Can't remember exactly where. It was an independent system. I was travelling from Imperial space to Federation, after I filled up with Imperial Shielding and I stopped to scan the NAV beacon...
Back to OP: I located an HGE in Shinrarta yesterday evening, but unfortunately it was PLA-PRA. No PIs for me. Anyway, I farmed it for a few times until I was full of PRAs.
It was like 3rd time when the HGE appears after I scanned the NAV beacon, while traveling in supercruise (after about 30 seconds of browsing on the navigation panel). Strange. It was a brand new generated HGE (40 minutes). This means that it's worth checking more than a simple scroll the navigation panel after entering supercruise. The HGE was not USS, but HGE from the start. So it seems that after scanning the NAV beacon, it takes a while until every USS is identified or shown in the panel. Or maybe the new generated ones appear there if the scan was just a short time ago, I don't know.
Most of the HGE i get for PI are about 6 mins apart, so you need to move fast when entering the system. Some might not be PI (with is REALLY unlucky given the state of the system) but there is a very high chance for those materials. If i get lucky with a 30 min one, i will be able to fill my 100 PI, given that HGE in outbreak ONLY spawn PI's.
On a side note, Harry Potter has been spotted in less than an hour ago in the system, so i would advice against doing it in open.
