Phoenix Base not in Meene?

So I went to one of the new gaurdian sites. Was cool I did the puzzle a few times and saw some other CMDR’s out there as well. I decided to go to Meene to drop off the data like Galnet said to. But... There is no Phoenix Base in Meene? I searched the entire map, did an ADS honk and scanned the Nav Beacon. No bueno. What’s up??

You have to unlock the engineer before it shows up on the map or in contacts. I freaked out too when update hit then i unlocked him and it was there.

It's there, but have you unlocked Ram Tah as an engineer?

Think you need to have done this before Phoenix Base appears; I'm in the same boat.

Same here. Based on Galnet, I went to the guaradian (22 jumps) sites to scan and collect stuff for Ram Tah. Now it seems I needed to go to him first to get the mission. So, I jumped another 22 jumps to Meene but I can't find Phoenix base. So I docked at a station to save my progress and I got a message from Ram Tah.

I got one mission with a 10 Mil Bonus.

I'm reading that I have to unlock Ram Tah. Can I finish this mission without unlocking him?
