No, it's a material. You can pick plenty up while mining, or go to a planet that has it and blow up rocks in the SRV.
 
It's super easy to get a lot of it. Try trading for it too. If you have any chromium, molybdenum, or technetium, trade any of those for a lot of phosphorus. I think you can get over 80 phosphorus for just one technetium.
 
Embrace your srv. There is huge fun to be had once you can drive it properly.
You dont even have to be a ninja to master it like you do with faoff. Even I can do it.
 
Bodies (planets) with volcanism make it far easier to find these materials so when you search (on EDDB, for example), include that in the search parameters. Then scan them as you approach and land at the geological sites that your DSS will find. Try to land at a site that's lit by the star for the best experience compared to night vision green. It's fun to see some of the really cool planetary surfaces and features, even launching your SRV off the surface once in a while by driving over an ice geyser!
