Engineers Ship Builds & Load Outs Pick 2: Target Lock Breaker/Dazzle Shell/Dispersion Field

Recently started using Plasma Accelerators and their advanced counterparts. Most of the ships I’m flying only have two large PAs/APAs (other two slots have rails), so I can only choose two of those effects.

What I’m thinking is:

PVP: Target Lock Breaker & Dazzle Shell
PVE: Dazzle Shell & Dispersion Field

Curious what more experience user would recommend
 
Dezzle work like combiantion of dissspersal and tlb (sort of...) but only if you are relatively cold running, if you have shields on or enemy have good sensors dezzle is not very efficient, but in other cases dezzle shot can make you invisible for short time for attacker even at very short ranges, dispersal in pve is strong, it's also strong in pvp against easy to hit targets with gimbals, TLB is least usefull in pve of all effects, as it doesnt affect AI projectile based fixed aim that is horrible in the first place, and you are usually swarmed, so breaking missile lock of single attacker still force u to use anti missile defences of some sort (even Heatsinks work) or just not lose shields, in pvp OTOH you can deny return shot from fixed weapon, if you hit first, you can also deny gimbal frag volley, you force your enemy to scroll though your modules again if he wants to snipe you, also tlb prevents torpedo attacks against larger ships,
Those effects have merits, but current PvP meta, that work amazignly well in pve too is thermal conduit effect giving 60! damage bonus on 100+% heat levels
