I was today years old when I found out that picnic canopies can work as a hard shelter. I deleted the original shelter and copy & pasted 3 canopies in 3 rows. Who else knew this can work? Since I am having trouble inserting pics from Steam, here are some words with the links: "showcase", "before placement", & "happy birb".
Notice how the "hard shelter" need was down to 0% until I moved the canopies into the habitat? You can try this out in your zoo to see if it works, some animals may need more canopies. It's cheaper than most shelters, depends on the animal. This 3-by-3 african picnic canopy shelter is $180 for the Cassowary and works just fine. For the Koala, I had to use more than 3 to fit their hard shelter needs. I rather use this than the other picnic canopies.
