Pirate attack and Recovery

I have a system that has had pirate attack states on several factions but the recovery state for them doesn't want to seem to end. The state also seems to be blocking all influence from missions as we did +100 inf in one day with a population of 66,000 and the faction's influence dropped 1%. The controlling faction is under pirate attack and has been dropping about 1% a day as well. I have been trying to do missions that decrease security (top factions including ours is in civil liberty) by transporting refugees into the system but have had random effects (no change to security or an increase to security when it should drop). Our faction is at 20% and before this each point of influence earned raised the faction influence by 0.5% - 1.0% now we just drop 1% a day no matter how much we do.

Is the pirate attack and pirate recovery states supposed to block any influence adjustments?
 
We have no idea what it is Supposed to do. It was one of the "surprise" states, and has never official even been mentioned AFAIK.

Checking: a local system in pirate attack has had normal-looking influence movements throughout and afterwards. I can't be certain if it suppressed any particular type of influence-changing action - far too much traffic for that sort of controlled experiment - but it doesn't appear to have judging by the overall trends.

I'm guessing this is just part of the general "stuck states" bug, which Frontier say they resolved yesterday.
