Pirate Attack

I'm a bit rusty on the new mechanics of the BGS, but what does a Pirate Attack state do? A faction that I support recently came under this state the other day. I've been supporting that faction as normal i.e. business as usual, and haven't noticed any difference. Perhaps you BGS gurus could fill me in on the inner workings and nuts and bolts behind the Pirate Attack state.

Just scroll down lol, there is literally another post on the 24th called "Pirate Attack" lol. Forgive me, I do try to be thorough and mindful when posting
