Pirate Cove Beginner -- why can't I add water?

In the "Pirate Cove" beginner scenario, why can't I fill the big sandy area with water? I understand that there's lots of things that you can't do for various and perfectly understandable reasons. But without feedback, it's difficult to avoid making the same mistakes over and over again. This one is just puzzling to me....

I've never messed with the scenarios, but is the game telling you to use the terrain tool? Sometimes the water tool seems a bit arbitrary and it won't allow you to add water unless you dig deeper or wider.

I don't have any terrain-specific objectives. But the terrain tool isn't locked like it was in earlier scenarios. Additionally, I just thought that filling that huge area with water, as opposed to the unattractive sandpit that it is now, would make guests happier.

But I hadn't considered digging deeper before adding water. And that worked! Thanks very much! As I said earlier, some feedback about that would be nice. But at least now I'm aware. [up]

Most of the time when water doesn't place, it's paths, or rides.
Trying to put water close to a path (on the same level) is tricky. There is a minimum distance needed between the two .
I wish they'd turn off collision detection for water.

@Bitter Jeweler - You can turn off water collision if you turn off collision in general in the game, although I'm not sure if you can do that in competitive modes. What I can confirm is that you can do some pretty gnarly stuff with collision off, like build a train track that goes under water and, if you do it with the bullet train, it actually looks like you're sealed in a watertight compartment as the train is submerged.
 
With collision off, you can build track into water, but you can't place water over track after the fact.
Paths and water still have collision detection.
 
I was able to place water over a track ride in my park...but I'm not sure if I did it with the water actually touching the track...I entered "underwater" but going through a cave away from the water's edge.
