Pirate Hunting Without Pirates

So today I outfitted my cobra for combat, and picked up a nice juicy 27K Pirate Hunting mission.

Its been 60 minutes of the allotted 2 hrs. I have investigate about 20+ USSs in the target system. NOT A SINGLE ONE had any pirates. Instead I have seen wedding barges, funeral barges, an obligatory "abandon mission" NPC, two NPCs with bounty but not pirates, bunch of "clean" ships flying around in empty space out of super cruise for no reasons, those annoying Type 9s setting up shop in the middle of nowhere (I swear I will start shooting them on site someday) and so on.

I dont know if this is a bug.. or just pedantic by design.

Do you have some cargo to bait them? This increases the chance of being interdicted by pirates. Also you can find them at the Nav beacon or at Resource Extraction Sites.
 
If the mission is in a dwarf star/ dead space, don't even bother. Just drop it, and never take one of those. Only take combat missions in populated systems (anarchy but populated is okay.)

also kit a drive interdictor and pull wanted targets out of supercruise, a lot of them are pirates.
 
Go to the Nav Beacons and Resource Extraction Sites kill anything wanted or talks like a pirate, also carry a few tons of Gold or Silver to get interdicted
