Criminal Outpost + Pirate Installation would give you -6 security, +5 wealth, which would wreck the security sliders of any non-Anarchy faction trying to take control of the system, as well as giving some nicely thematic decor. The Outpost won't have much in the way of a market but your options for that are a bit limited with a system that small.
(Asteroid base instead of Pirate Installation would also be an option for the belt slot - slightly higher but still negative security, but much better market boosts so the Criminal Outpost might actually sell a decent amount of contraband)
See if you can find a station in contact range which has an Anarchy faction in control, and switch your squadron to a different Anarchy faction on top of that, for 3/4 of the factions being Anarchy (and then with a bit of care you should then be able to retreat the fourth easily enough for an all-Criminal system)
