Pirates attacking each other- something new?

So I'm cruising through the frontier anarchy-run system of Quivara, with a hold full of freshly-mined precious metals. Not surprisingly, I'm interdicted before I can reach the nearest station. It's an Eagle, flown by the ruling criminal gang. OK, my Asp long-range miner is well defended enough that I can take out pretty much any NPC pirate, so long as they don't wing up on me. So I turn around and prepare to take it out.

A few seconds later, a second pirate jumps in. It's a shieldless Asp Scout, flown by the same pirate faction. Un oh, now I'm outnumbered, but even together, they don't seem too tough. While I'm making up my mind on whether to run or not, the Asp Scout bears around and starts shooting... at the Eagle! They're not wingmates after all, though they are from the same faction. The Eagle barely got a shot off at me, it was so busy trying to dodge fire from the Scout and soon the two pirates get into a jousting match. The Scout hasn't fired at me at all yet - it's still orange on the radar. I'm just sitting back and watching them have at each other.

The Eagle gets the Scout down to 80% hull before dying - I didn't even get any bounty for the Eagle, I obviously hadn't hit it recently enough to count. My new friend then turns around and gives me the standard NPC pirate spiel and opens fire on me.

I've never seen pirates turn on each other like this before. Is it something new, or just rather improbable?
 
I've often seen them turn on each other in hazardous res sites and some uss/sss seem to be complete free-for-alls (I've even seen ships in the same wing firing on each other, but I think that could have been a bug).
