I like the idea about contracts but I think it should apply to the low-cost commodities that everyone is ignoring. It could provide a safer, albeit less profitable, alternative to a standard high value trade route.

I'm also very much in favour of some kind of persistent outlaw status or multi-tiered notoriety level on top of typical bounties. There are many ways it could be set up as to discourage senseless crimes like murder without penalizing 'real' pirates too much.

As for those that say NPC interdictions being harder after 1.1 because they happen more often, ehh not really. They are more annoying, not harder.
Getting pulled out of SC every 10 minutes by a sidewinder in an anaconda or in a viper without cargo racks (and not even getting scanned on top of that) is just plain stupid, period.

Everyone is ignoring the low-cost commods because of FD's broken trade model. Because there is a static range of pricing for all commodoties, regardless of their location in the universe, regardless of the events shaping or impacting a given system. If the pricing model was more dynamic and volatile (supply and demand too), the traditionally low-costs commods would not be ignored.
